This equipment is designed for your safety and should be worn at all times while you're sparring or boxing.
The only time you don't need to wear all of your boxing equipment is when you're doing road work or gym work that doesn't include any physical contact. Any time there is physical combat with another person, however, you should make sure you're well-protected. You can get by in boxing classes without any type of special boxing equipment as long as you're keeping to non-combative routines such as skipping rope, sit-ups, push-ups, chin-ups, running and shadowboxing. If you'd like to give your arms a better workout, you could wear boxing gloves or weighted gloves while shadowboxing in front of a mirror.
If your training calls for you to wear boxing equipment, make sure it's in good condition and fits you properly.
